The Importance of an Operational Brief

Procurement Strategy for a 10.5 Metre Expedition Dive Tender


When clients begin searching for a new tender, the natural instinct is often to start comparing options from different builders. For a recent expedition yacht project, the process took a more grounded approach by first defining how the tender needed to operate, before considering who should build it.


The client required a 10.5 metre dive tender capable of supporting remote diving operations whilst also functioning as a flexible guest tender. Alongside the operational requirements, the solution needed to be commercially sensible, delivered within a defined budget and timeframe, avoiding unnecessary complexity where possible.


Rather than assuming that a bespoke tender represented the best answer, SPARK worked closely with the project management team, yacht crew and client’s diving advisor to understand how the vessel would actually be used.


This operational understanding became the foundation for the procurement strategy, allowing potential platforms and builders to be assessed against defined operational criteria.


Defining the Requirement Before Selecting the Solution


The tender needed to provide safe and efficient diver deployment and recovery, comfortable guest transportation, specialist equipment storage and straightforward day-to-day crew operation, whilst remaining compatible with the mothership’s deck footprint, crane capacity and launch and recovery arrangements.


At the same time, the available deck space, lifting geometry, timeframe and budget established a series of physical and commercial constraints.


Rather than beginning with a preferred builder, the project team first established the operational envelope within which any solution would need to function.


As the operational brief developed, it became clear that the most appropriate solution would be an existing commercial RIB platform capable of targeted modification.

Building an Objective Technical Brief


With the operational requirements established, SPARK translated the brief into a structured tender package comprising an operational client brief, an initial concept layout, a developed technical specification, builder bid package and general arrangement and side profile drawings.


These documents established a common technical baseline, ensuring that each builder responded to the same operational requirements rather than interpreting an open brief in different ways.


The result was a procurement process that enabled meaningful comparison between proposals based on technical capability, commercial value and delivery, rather than comparisons driven purely by price, styling, marketing material or differing assumptions.


Designing Around Real Operations


A significant part of the project focused on diver operations.


Working collaboratively with the project management team, crew, client and diving advisor, particular attention was given to diver preparation, equipment handling, boarding arrangements, water access and diver recovery. These operational workflows informed the developing layout, ensuring that the design reflected real operating procedures.


Equally important was the integration of the tender with the mothership itself.


Deck footprint, crane capacity, lifting geometry, launch and recovery procedures, payload, maintainability and future operational flexibility all influenced platform selection before conversations with builders began.

Looking Beyond the Superyacht Market


The market review extended beyond traditional superyacht tender builders to include specialist commercial craft manufacturers whose existing platforms offered a suitable basis for modification.


By considering proven commercial platforms alongside more conventional superyacht options, the project team could balance operational capability, budget, delivery and technical risk more effectively.


Each shortlisted builder received the same structured technical package, allowing proposals to be assessed consistently against operational suitability, technical capability, construction methodology, commercial approach and programme.

A Structured Procurement Process


Projects of this type demonstrate that successful procurement begins before quotations are requested.


By investing time in defining the operational brief, understanding physical constraints and developing sufficient technical information before engaging builders, clients are better positioned to make informed decisions based on objective comparison rather than incomplete information.


For this project, the structured approach gave the client team confidence that decisions were being driven by operational need whilst maintaining a clear focus on budget, programme and long-term practicality.


Whether the outcome is a fully bespoke craft or a modified production platform, the principle remains the same. A well-defined operational brief reduces development risk, improves procurement decisions and creates a stronger technical foundation for the project that follows.
